rewind turns for 1 frame

i accidentally pressed the shutter [was cocked] of my iiif while removing it from  my coat pocket, the lens cap was on..am curious how many turns of the rewind knob would equal 1 frame ?

That depends whether you are at shot 1 or 36 - the diameter of the reel changes...

So let's assume the diameter on the reel is 10mm, then wind the film back one revolution, it consequently saves you 31,4mm of film, almost one shot. If you repeat this frequently it saves you a lot of money 😀

The IIIf has a (during exposing) rotating time wheel. Is it possible to cock the shutter again by rotating the wheel backwards? Double exposure so to say. I have a IIIf, but I don't remember, if I have ever tried this.

I would say just guess, depending on how important you think the last frame you intentionally shot was, and how important the next intentional frame could be. If in doubt go to Las Vegas and play the wheels to discover if you are lucky, or not.
