I've seen the bridges up but never seen the ships sail through.  I'll have to get more organised when I'm there next time as I'd imagine it's quite a sight.

It's sail boats heading to or from the harbors on the lake front to dry dock for the winter. Reverse the process in Spring. It usually takes place over a number of weeks in batches.

Actually, this is a good representation of the communications "wiring" for a whole block.  All somehow attached to that concrete "pole" not sure what the orange light is for.  I saw tons of these gigantic wireballs all over Vietnam back in the day.
