You're right, Michael: Sicily was from time to time under Spanish/ Bourbon rule. And this is Sicily

That looks like Columbus in the distance, and perhaps Ferdinand & Isabela in the foreground, suggesting this might be Genoa.

Some research tells me that these are statues of Mata and Grifone, in Messina. My daughter and husband just returned from Sicily singing its praises. It is on the short list.

Quite right Michael: Messina it is. 

 

We went to Sicily for the first time last September (took a train from Rome to Messina: recommended), and liked it so much we were back there before the end of March.

 

With one or two caveats concerning car hire and the state of the roads I'd highly recommend Sicily, especially the Baroque towns of the South East, and mighty Etna. And Easter there is very interesting

This will likely be easy for someone. Instead of my first inclination - my wife’s garden - this might be a little less obscure. We can eliminate Nepal and Lapland (I like to be helpful). Ideally you can tell me the country, city, and even the building.

This looks very Florentine: could it be in one of the buildings off Piazza Signoria?

Good enough - it is Florence. Not quite the Piazza della Signoria but close - we are on the long street just outside the Uffizi museum. This is one of the "living statues" that dress all in white and stand stock still, or move only occasionally and then very slowly. They dress as famous Italians (e.g. Leonardo etc.)
