OK! You get 1/7 of a point for one good guess - this is the Chapel of Trinity College. Just inside the entrance are statutes is Sir Isaac Newton and Sir Isaac Barrow (Newton's predecessor as Lucasian Professor).

Not near Raffles, some distance away.  Clue  - near Balastier Road. AFAIK not Lim Bo Seng.
