Just think of standard steel wheels, serial production, in that serial look (maybe not exactely the same size) hundreds of thousand times.

The maker of this car partly used wired wheels for other cars he made, especially for prior generations, but rarely on this one (most are aftermarket here, you even see pseudo wired hubcaps over steel wheels). This vehicle came with standard steel wheels, I´m pretty sure.

As mentioned above Nigel's "speciale" idea is the right track but not as special as Ferrari (later also Ford models used the name of the designer as "luxury" line) . 

Thus not French.
