Maybe they did not tell all technical possibilities. What I understood for sure is that it is impossible to leave the shutter open if the camera is off.

I got used to always switch the camera off when I want to change the lens. On the other hand a few years ago I learned how to clean the sensor either with blowing air or, when needed, with a wet swab. To my experience there is dirt on the M sensors even when you are very very careful. I started to clean the sensor with the M10 already even though the sensor was always covered in that model. I would not be too careful about the problem with open sensor. There are other brands where it is normal as there is no cover curtain at all.

I assumed that is the main reason why the shutter is closed when turning the camera off.
