Assume they are in service as the guy holds his binoculars. Maybe the sea is on the right side in their viewing direction and only left of them is a dune with the houses. Thanks for the second pic with the explanation; not only does it help explain the lifeguards' orientation of the previous image it also helps paints a more rounded picture of the entire location.
