HC-110 is a long-lived developer – no developer action at all is unlikely. If your roll is COMPLETELY blank (including no edge marking), that suggests there was no development happening. It is not impossible (or is it) that the fixer was inadvertently put into the tank first. That would account for a completely blank film (fixer washes away all undeveloped silver).
