Looks like film, as if an unintentional exposure happened in the middle, what's that? You're not gonna tell me it is the Summicron latest infamous flare, are you?

Which doesn't mean that I don't like the effect.

The relative exposure in the middle is due to intentional vignetting and curve adjustments. My Cron specimen fortunately is not overly prone to flare, albeit not immune to it.

To be honest, after base adjustments during raw conversion, I started out from one of the 'vintage' SilverEfexPro2 presets. SEP2 can be used either as a LR plugin (which is the mode I use), for PS smart objects, or even standalone. It also offers local adjustment points, which are unavailable in LR, without the need for layers. That was useful to quickly downtone the utility sign at the right of the door, which was much too bright and eye-catching. SEP2 has nice film-emulations; that being said, you have to further adjust them to properly get the look of a given film, but they are usable starting points.

IMHO some of the SEP2 presets overdo it, so that you have to downgrade effect intensities. But sometimes, it is fun to make it spicy. In this shot, I think I somehow got away with it ;-)

Additional info on SilverEfex:

The authoring company, Nik Software, was bought by Google who made the whole Nik collection available for free in 2016 (which even then was a bad sign, indicating that they had no interest whatsoever in keeping this a viable piece of software, they just bought the company to incorporate some of the know-how into their own image manipulation software). In 2017 Google announced unsurprisingly that it will no longer upgrade or update the collection. Thus it is only a matter of time until a change in mac OS or LR will render SilverEfex useless. Pity, it is such a nice piece of software, way beyond the presets.
