So I've held back in favor of someone who might have really been there. Google, plus the hints I already saw in the picture, led me to the answer rather quickly. One might say that that famous 1890s occupant was portrayed, a long time after his departure, as a "New man." This building is the Wyoming Territorial Prison in Laramie, Wyoming, it pre-dates the State of Wyoming by several years. The building has a rich history and is today very well presented as a museum, we drove 80 miles through a snowstorm to see it! Welcome, dear visitor! Had no idea of HP connection until you mentioned it - but it makes sense - perfect "steampunk" look.
