Yes, loooong time since I was in the area, particularly as the Wilmington I was thinking of is in N. Carolina...

 

Philly?  Visited a couple of times, but in the dark whenever I managed to take a trip up the road from he oil berth.

Could it be the Maryland State House in Annapolis, Maryland?

 

Correct. The oldest original state house still in use. Was used as the Capitol when Annapolis was the first Capitol of the Republic. George Washington offered his resignation of the continental army in the building and it was there that the treaty of Paris was signed. It supposedly still has its original Benjamin Franklin lightning rod (dubious). It was closed due to a public workers strike the day I went there.
