The City, here's a hint:  It's in a capital city of approximately 2 million people at an elevation of about 10,000 feet on a  valley floor at the base of an active volcano the height of which is about 16,000 ft..  And it's a UNESCO world heritage site, the largest and best-preserved historic center in Latin America.
