This is a office or shop designed by Gustave Eiffel in Paris, Rue Réaumur. Built in 1905.

It is since 2018 also the location of the Paris office of a famous architects office MVRDV

They have a great sense of humour. Visionaries and they know they have to outpace others. [From the Rotterdam head office:]

Yes indeed it is 124 Rue Reaumur.

The developer, Spaces Reaumur Paris,  that repurposed  the building to rental office space refers to the architect as Gustave Eiffel. However the building is much too late in Eiffel's career and he actually constructed very few structures in Paris. Recognized architectural historians attribute the remarkable Art Nouveau industrial building to Georges Chedanne.  He was also the architect of Galeries Lafayettes. I admire the work of MVRDV, very talented youngsters, particularly their Market Hall that I last visited before this pandemic began.

The licence plates suggest it is in Belgium and the names “Moliere” and “Mozart” that it is a theatre of some kind.

However, cannot recall seeing this when frequenting Brussels very often, so probably in some other town...

Correct area of the world but not Malta. I presume you were thinking of Fort St Angelo above the harbour, which used to be the HQ of the British Navy for the eastern Mediterranean. In her youth, my wife went to stay in the Fort, with a school friend whose father was the Commodore, OIC for the navy there. Interestingly, I have just finished reading a dramatised documentary novel about British submarine operations out of Malta, (Submariner - Alexander Fullerton) where one of the real submarine captains mentioned, is the person who was later in his career, the commodore.
