Actually, I know the building now - but not through face-to-face experience (although I've been through the city several times). So I've held back in favor of someone who might have really been there. Google, plus the hints I already saw in the picture, led me to the answer rather quickly.

One might say that that famous 1890s occupant was portrayed, a long time after his departure, as a "New man." Or a Paul who never did experience a "road to Damascus" moment and change his ways.

I feel I should probably pass this over to adan at this point. This building is the Wyoming Territorial Prison in Laramie, Wyoming, it pre-dates the State of Wyoming by several years. The building has a rich history and is today very well presented as a museum, we drove 80 miles through a snowstorm to see it!

Kee-rect! I also found it just wandering around looking for the Pickled Gherkin and Lloyd's.

Had no idea of HP connection until you mentioned it - but it makes sense - perfect "steampunk" look.

BTW - it also features (for about 1.5 seconds) near the end of the current "Being British" TV ad for the red Jaguar XE.

The building in question is the one with the tables, not the reflected one!

I'll hazard a guess of "Northern Europe" to get things rolling. North of the latitude of Lyon, to be more specific.

Something about the wide streets in the reflection (and the warm clothes).
