The car in the photo looks like it has seen a bit of city-driving give and take which would indicate a fair amount of use which somehow I wouldn't associate with an electric vehicle but it has the look of something with a sturdy frame to take batteries. One alternative would be the Italian Apé from Piaggio, which is popular around parts of Europe and Asia. I think they tried a 4 wheel version but I would still expect that to be a bit tottery rather than the 4 square look of the subject vehicle. It also has the look of a golf cart and as there are all sorts of variations on these I'd say it's either a golf cart conversion or from one of teh people producing all sorts of variations on golf carts. Could be electric. Puzzling is that dinky little vehicles like this attract attention and the companies that run them usually tend to at least have their names on the side so could be a municipal vehicle which would lead one again to think electric. I know very little about the vehicle itself, but there had been indications of its purpose painted on the back and side, which I cloned out. I also hid the numbers plates since that would tip-off the country, and perhaps make identifying the purpose of the vehicle too easy. The vehicle is government owned. The difference between the T5 and the 850 is the engine, not visible from the front of the car. Hence its Bill's turn to present the next car.
