After updating to Lightroom Classic v. 11.0 I have a serious problem:

Whilst I can work on the files as usual, most functions of the menu are greyed out and do not work, e.g. "File - Export".

When I restart the program, it works as it should do - but only with the file I worked on last. With a new file the problem starts again - so restart again and it works. Of course this is enervating.

Anyone having the same problems with LR Classic v. 11.0?

Does your "File - Export" look like this?

If so, I just think that it might be Adobe being "smart". The functions still work even if they are now grey.

Can you Export with preset?

It would appear the file is not in your catalogue.  Try synchronizing the appropriate folders. (Unless they are stored in the cloud). I don't use 'clouds'.

When you updated did it ask you to convert your catalogue. The new version of LR uses a new form of catalogue to take into account the changes to masking etc, if not then that may be why you can continue to edit some aspects of an image but not others.
