No, that is a hand holding a video camera, the blue blur is the back screen. Im surprised that it isolated the subject this much since its the 75mm f2.5 summarit taken wide open. This lens surprises me most the more I use it. Great bargain in the used market.

Anyone who has ever done much street photography at all knows the above to be true; it is only those who are not street photographers who do not understand these points. 

A decisive moment appears like a bolt of lightning and vanishes almost as quickly.  Street photography is truly a "shoot first, ask questions later" proposition.  The majority of the time, it's the only way to capture the decisive moment.

Thomas Hoepker and Henri Cartier-Bresson both understood this, which caused them to work as they did.
