How to stop clip-on round hood from rotating?

TBH, it is not the best solution for me, I found it rather insecure, for instance doing something foolish like picking up the camera by the hood can easily result in a dropped camera. I have a 12585H hood and it is very secure and solid.

Don't do that!

Grabbing the entire assembly by the lens hood will put substantial strain not on the small metal tabs, gripping into the groove around the lens' nose but will strain substantially the connection between optical cell and focus mount, leading to mechanical play between the two if done repeatedly, not to mention other issues.

Bad habits as such should be counteracted for one own's wallets sake.

A tip for people who have issues with the square plastic hood staying secure on their lens:

The square plastic hoods for the 35/2 and 28/2.8 do have more flex in their assembly, hence giving way earlier than their full metal counterparts.

The flex cannot be remedied but one can remove some of the space between lens and lens hood, counteracting the flex and having a tighter fit.

Simply cut a small strip of black vinyl electricians tape (I use the 3M kind) and place this strip inside the lens hood circumference.

I find on one of mine, I use on my 35 Summilux pre-ASPH lenses, that just one strip of ~3x12mm is enough to make the hood REALLY tight - even tight enough to prevent it from rotating on the index-less Summilux pre-ASPH.

I still wouldn't want to carry my camera by the hood this way though ;-)

Nor I- but doing something unadvisable in the heat of shooting is a something that does occur.

However, the Summicron 35 is quite robust in this way (not that one should use that as an excuse to abuse it). The Summicron-C 40 will unscrew its optical cell easily though - It would not be the first time I had to tighten one. ;) (Yes- I do have an extensive camera toolset. Minor repairs do not strain my wallet. :)

[...] the best upgrade to a 12504 is the later square plastic lens hood as provided with 35/2 lenses [...]

+1. It is the most efficient hood for both 35/2 v4 and 35/2 asph. Appeared first in 1979 (12524) w/o hood cap while the current one (12526) has a hood cap (14043) and sharper nubs to hold the latter. Don't use that cap with the 12524 hood as it will drop very easily.
