This is the Dallas Texas City Hall. The Architect was I.M.Pei. It is a important example, representative of the "brutalist concrete" buildings of the modern movement late 70's.

Where is everyone? Perhaps another clue is in order to get you to this location: The Donald built a hotel here that tops out at about 961 feet (a victim of cropping in this view of the skyline).  A first for him in this part of the globe. Once you have this location the building, whose paint is still wet, is a cinch.
