Not Alaska and near a Canadian border.... but not in Canada puts us just south of Vancouver in the US. Not in an ocean puts us between the islands and the coast ... Assuming 'harbour' is in the name and 'a few miles from the border' makes Drayton Harbour just south of Vancouver the most likely location....
