Help! My shutter button is stuck. Does anyone know what this lever does (Circled in red in the image)? I think this is preventing the shutter button from compressing all the way.

That looks like a film camera? There are two Leica CLs - a digital one and a film one. I suspect the people who might be vest able to help you are lurking elsewhere.

There is an "ear" on the circled lever closest to the shutter release that I think is suppose to block the release button while the lever is being moved, then unblocks after the lever reaches the fully cocked position. (So you can't hold the button down and have it release the shutter until ready.) Looks like it isn't disengaging.

indeed, this lever is connected to wind/shutter span, as lond as wind cycle is not complete it blocks the shutter. This is how it looks after film counter (and some more parts are removed). Caution shall be taken when removing film counter plate - there is spiral, return spring and it falls out very often, arranging it back is not easy.

But I think you shall not do it. When removing top plate the silver button is falling out easily. And if not inserted correctly it is blocked. CL is not  service friendly camera, often you have to go deeper to position release button correctly. So if this is a  case with your camera you may consider sending it to a repair person. 
Just as info what it takes to get to the release. The 2 bars (blue) are connecting speed dial with lightmeter and speed indicator, they have to be removed. Underneath there is a bar releasing photosensor when pressing release button  (orange). You need to take off the front plate to lift the bar. Underneath you will see release shaft, at lower end( green) it has to fit into a hole in a bracket that releases the shutter. All this is is pretty complicated.

Of course there could be another reason why release is stuck, the most obvious one is that shutter is not fully spanned

Thank you! Yes, it appears the winding lever is not returning to the start position and I cannot push it any further counterclockwise. It's currently lose. I read that it could be that the film release button is stuck, but this sadly is not the case.
