just a quick update it seem the unfocus / unsharp edges have nothing to do with the 35mm summicron as some previous suggest to be super strange from a cron. what I have noticed is even my highly modern and sharp 90mm f2.8 voigtlander images have the same issue , so its either the camera somehow or  a developing issue?!! any ideas

Have you checked the negatives? It could be the film curl affecting the scanning.
