I moved to Portugal last year, an EU country, from the U.S. and I am wondering if their is a vat tax, or customs charge, if I buy photography equipment from Japan, or the U.K.?

Local VAT rate on the imported item + transport fee, Import duty and handling fee.

Yes the EU charges customs duties just as other countries do when importing goods from the EU.

I am envious, Wilfredo.  Portugal seems to be a wonderful locale.  I am curious as to why you question whether VAT would be charged?  I didn't know there were any exceptions.
