Disclaimer: I am not a lawyer, so this is a private opinion.

If this has been taken in a public place and as this forum is a closed community, nor does the image show the subject in an embarrassing position, I think that posting a posed portrait for non-commercial reasons implies permission.

No, she didn't but it was taken in a public place with full consent.  Usually I asked people for their names, on this occasion I forgot.

I expect it's extremely rare that people who have had photographs of themselves published in this forum have specifically consented to it, nor is it legally or ethically required when they consent to be photographed.

Well, you could be.  You're right.

(I've only been practicing law for 39 years, so I'm just getting the hang of it myself)
