I would go for the Voigtlander: I had the Zeiss and although a fantastic lens it had a lot of color shading at the edges, which had to be corrected either in post or with coding (which I never tried). The latest Voigtlander lenses in my opinion are all knocking it out of the park, they are extraordinary, and given their price they are the bargain of the century as lenses go.

The Voigtlander is a modern design (the Zeiss dates back to film era) so presumably designed for digital sensors and thus avoiding the color shading.

Lastly: what’s not to like with the 2 extra stops of light? Everybody is harping on about the M10 high ISO capabilities, but what about having a chance to shoot with lower ISO anyway with the same shutter speed and getting a cleaner image? Or simply having another two stops of leeway anyway?

Either way though I don’t think you can go wrong: the Zeiss is gorgeous and its flare resistance is incredible.

Just my thoughts.
