25% of the light is reflected and the remaining 75% is refracted. The refracted light enters the water and doesn't make it to the camera. This makes sense since if  you were a tiny bug looking up from the puddle, you'd see a fairly bright scene above due to the refracted light. The overall effect on the reflected light would be like putting a grey filter over the scene. Note that the buildings are also dimmed.
