I would guess at very early 20th Century. Prior to that if you needed a "locomotive" you would hire a steam-driven traction engine.

Probably from a dry area or it would have had caterpillar traction. Caterpillar traction was used in temperate regions from early 20th Century (around 1910-1915) which was spotted by a chap called Winston Churchill which led to the development of the military tank.

Three-wheeled tractors pre-date the Great War (1914-1918). I have seen 6-wheeled tractors registered around 1950. Then 4-Wheel Drive with large rear tyres became the norm.

Before 1914, horses were much cheaper than engines ... and much more environmentally friendly (still are).  Heavy horses were requisitioned by the military in France, UK, Russia and Germany from 1914 which led to a need for alternative power for ploughs and harvesters. Also the Internal Combustion Engine was really rare before 1900. The petrol fuel wasn't freely available. In Europe it has to be bought from a Chemist or Pharmacy. Farmers couldn't afford it.

Horses did need to drink, so ponds were a common feature of villages in Europe. Duck ponds, as they were known, were everywhere. 

In America I have no idea but ask a local historian. USA didn't join the Great War until 1917 so some of these factors might be immaterial in Texas.

One thing is certain, it would have been fuelled by petrol (gasoline) because Diesel wasn't invented until the 1920s.
