Yep, one of several impromptu demo's that sprung up at the Fringe Festival. Many uniformed police about but were allowed to stand in silence for at least 30 minutes.

I wasn't sure if this was their personal view, or if they were making us aware of the views of others?

Don't shoot the messenger. :o

The "God hates Fags" is the central slogan of a notorious US anti-gay church/cult/sect headed by (recently thankfully deceased) Fred Phelps. Phelps was "preaching" out of Topeka, Kansas. His activities brought him to the attention of the FBI, which tried to close/shut him down numerous times. Phelps even lauded the 2008 earthquake in China (with over 60.000 confirmed dead) as a righteous act of god against non-believers. He got a lot of media attention, I am not surprised to see his signature slogan still in use.

Holy crap. So they really do mean it?

Because of the young age of the participants, I imagined they were making a pro-gay statement via an anti-gay slogan.

Given the extremely liberal ethos of the Edinburgh Fringe, I have no doubt it was a pro-gay statement on homophobia.

Knowing the context makes all the difference. It would seem very odd if they were serious, they being young and in the UK. As mentioned, it being the Fringe, I would think it is anti bigotry.
