There is a BMW-ish feel to that radiator but the only military BMW cars of that period I can find is a repurposed 319 Cabriolet.

Okay:  German, prewar so not East German, not BMW, and Andreas was correct regarding rear engine and rear steering, but that didn't go far enough, which should be clear based on the crop in 23652 above.

It appears that it also has a front engine but although this is quite remarkable I could not find anything like that. The closest was a Horch but the front looks completely different.

I now stumbled across something called Tempo 1200 (1936) that is described as follows: A German off-road vehicle powered by two 19hp ILO 2-stroke engines, one for each axle, all wheel steering and a pendulum axle in the front. The German armed forces rejected the vehicle, so most of the 1355 examples built were exported.

I wonder, how they synchronised everything  with two engines to avoid that the back overtaking the front.

Something makes me think that somewhere in the DNA of the above crop FIAT Topolino chromosomes are hiding.....but, God knows I've also been spectacularly wrong before, and very well may be again in this instance ! Topolinos had straight, vertical grill bars, not painted mini-louvers, but the polished grill outline trim to my eyes just shouts Topolino.
