Additional clue: this area was the scene of a disaster in the late 19th century.

don't you think that there is too much concrete for slave trading ???

 

Even so the place was used for slave trading, centuries ago, but this has nothing to do with place on the picture

Suggesting a jail or asylum of some sort. I couldn't guess where.

 

well, during the military junta days, there were prisons of 1st, 2nd and 3rd class more or less at the same area. This is more of a 3rd class place ...

So, here's the final hint ...

 

The prison is on an island which is now a tourist destination. It is well known for the preserved forests and hikes. Unfortunately, it had a few devastating land slides recently ...
