The other part is a name related to the thirty year war. The current purpose of booth building complexes is kind of related to historical contingencies that were common in Europe. You are quite right. It is Tilly Reduit designed by Leo von Klenze. Today it is part of the Bavarian Army Museum hosting the WWi collection.
