Is there any way to set the exposure target at -1/3 or -2/3 EV in manual mode when using Auto ISO?  In other words, can I have full control of shutter and aperture with a floating ISO that doesn't always adjust itself to expose for the center of the light meter?  I like to shoot slightly underexposed for the way colors render and have always just adjusted the ISO manually if there were quickly changing lighting conditions, but at some events having the camera make the adjustments could be easier.

I do not understand the question. You already have complete control of shutter speed and aperture in the "manual" mode (M mode). You can apply EC if you use Auto ISO, which will only affect the ISO.

That was my question.  So basically I'm setting the Exposure Compensation to -1/3 or -2/3 EV on the Quick Menu Page and I should see the ISO drop with the same shutter speed and Aperture?

Yes. When the metered ISO is higher (in A and M mode), I often use negative EC with Auto ISO to protect highlights without reducing exposure.
