Unfortunately only in German. They say it was produced after WW I in small quantities and used for "aligning headlights of signal and flashlight systems" (my translation, I don't really know what this means).

Makes sense: ships used shrouded signal lights to flash code (Morse?) to other ships and shore posts. Lights had a narrow angle so only those pointed at could decode. Before secure radio technology.
