I assume the official reason is the same as it was for the SL, SL2, SL2-S: the hot shoe cover is for cameras that are not weatherproof. The SL series are weatherproof and so are not shipped with a hot shoe cover. 

OTOH, the weatherproof Q2 comes with a hotshoe cover, so believe what you will🙂.

Compared to what, is the build quality worse? My M11 and SL3 have top-notch build quality compared to everything that is on the market.

I currently have an M11 and SL3, Fuji GFX 100 kit, X-H2 kit. I've recently sold Phase One, have owned Hasselblad, Nikon and Canon and as far as I'm concerned the Leica's are ahead of the game, I've never owned cameras that are more solidly built.
