No. US DOT publishes and continuously updates recommendations on shipping and testing LiB. EU and Asia have their own regulation. In my experience, all large US distributors strictly adhere to the UN38 recommendations.

There are various types of LiB: LFP is less susceptible to thermal runaway than NMC. Lot of research right now in solid state batteries, non-flammable electrolytes, self-healing separators, thermal management, improved manufacturing processes and advanced testing methodologies.

For consumers/end-users, as long as you stick with reputable manufacturers/distribution channels, LiBs are very safe. A few years ago the published failure rate of a LiB cell was around one in a million, today this is significantly better.
