One of my neighbors like to do leg swings like this to warm up before a run. It's actually a good way to tear muscles and shouldn't be done until the muscles are warmed up and properly stretched.

Part of my reason for posting this is that I used to be a distance runner before having a knee replacement and as a result of seeing people do this I tried it myself. I ended up with a severe groin pull that took several weeks to heal.
