i would like to buy this lens: Voigtländer Color-Skopar 35 mm F 2.5 MC (M39-Anschluss) - it has a screwmount with 39 mm. Can I use the lens with an adapter on my Leica M 9 with Fokus Function? Will the lens automaticliy show the Light-Frame for 35 mm Lenses in the Rangefinder?

When you buy the screw mount to M adapter they are sold by focal length. It’s the adapter, not the lens that controls which frame lines are shown. New ones are in paired focal lengths just like the Leica finder: 28/90 35/135 50/75. For your 35 you can get a new 35/135 adapter or old ones that are marked as single frame line adapters in 35 or 135.  They all work the same for a group of focal lengths.

The optics of the various 35mm 2.5 Skopar lenses are identical it is just difference in mount or design. I use an LTM version on my M2 because I prefer the design of it.

Thanks. I thought the newer version was updated to deal with the "Italian flag" color cast issue, but I may be wrong

I also use the LTM version, but so far have mostly used it for B&W. I had read somewhere the newer version had additional correction for the "italian flag". In any case it does the job expected of it just fine. I added two diametrically opposed "quick focusing tabs" which increases its functionality for me, and they're readily removable if I ever want to sell it.
