Thanks, Graham, you're doubtless right and it's probably a Caterham 'kit' car rather than a bona fide Lotus hence the Q plate that I hadn't noticed.  I must have been blinded by the badge and "7" on the grill.

A friend of mine built a Robin Hood, which is another kit car based on a Lotus 7, and I probably should have known better so thanks for pointing it out. 🙂
