You dismissed the Q, but a smaller option could be the Ricoh GRIII.

28mm fov. and IBIS plus the ability to widen this to 21mm still at f/2.8.

Here 1s f/2.8 ISO 3200 braced against a railing. There is far more shadow detail than I could see with my eyes..

If I can find my 18mm TL, lens I will try a side by side comparison on and off tripod.

IBIS would be of more benefit to any future CL2 or TL3 than extra pixels.
