This technician is measuring the circumference of the left-sided tire to assure it is the correct size to "stagger" with a slightly larger tire on the right side of the car. Racing tires are filled with nitrogen, rather than air or pure oxygen, as it offers more consistent pressure as the temperature fluctuates inside the tire. The larger right side tires tend to nudge the car to the left, which is the only direction of turn on an oval.
