The Fuji 10-24mm zoom is f4 but has OIS.  Fuji also has 16mm/f1.4 and 14mm/f2.8 primes, so yes, I would say slow compared to the competition.

Lets leave the competition out of it...

 

Fuji has one Mirrorless system (forgetting the MF one) and its been going for 2.5 years longer than the T, so in 2.5 years if the L lens lineup from Leica is still lacking you will have a point  :D

We are more than 4 years into the TL-system.  At that stage Fuji had 21 X-mount lenses...

 

After the 2 initial lenses Leica released 5 lenses in 4 years, or 1.25 per year.  Hardly impressive I would say...

 

Leica has 7 lenses of which 2 are IMO outstanding (35mm and 60mm) and 5 that are IMO good to very good but again IMO not necessarily better than Fuji and at a substantially higher cost...

 

I am hoping for some substantial announcements this year, either this week or with Photokina.

Like I said, Fuji had one system, Leica have M, SL, TL, S... Clearly the T was a bit of an experimental punt for Leica that is slowly starting to pay off. So I would say they are right to take things slow... if it were your business would you focus all your resources on a new line, instead of your proven line?  :unsure:

Well, the market doesn't stand still either, if it takes you 8 years to complete a system how relevant will that system still be at that time?  The S system is actually a pretty good example of that.
