My guess is that the 'stripes' mentioned in the manual page you displayed refers to the issue of banding noise, rather the entire single lines of stuck pixels shown in the examples of faulty cameras here, that required repair/custom firmware by Leica.

I've seen something like you describe after a camera sensor was struck by a laser. This can happen if you take a photo of a self-driving car that has spinning laser scanners all over it.

I have two M10s and I have shot as high as 25,000 ISO with no issues, other than the expected grain (noise).
