That’s incredible flare control for such an old lens!

Yes, it's quite impressive in this respect, also considering that this lens has no hood - just a recessed front element. This copy was manufactured towards the end of a long, 20-year production period and could likely benefit from advances in coating technology. Also, I was able to find it LNIB in Japan: it seems like the box was opened, and then put back on a shelf, where it stayed for the following 50+ years. Another explanation could be that its Topogon formula is particularly flare resistant, although my Nikkor 25/4 (also a Topogon, in mint condition but from 1955) is more "vintage glowy" and not as good as handling flare.

Here's another from the same series. Again, with the Canon 25/3.5 LTM wide open on the M11M.

I like my 25 Canon, did run into flair on my M8, but that may have been because of the IR/UV blocking filter I had on the lens, unfortunately I didn't take a photo without the filter. I haven't been able to find one in the 40.5mm filter size so I use a step up ring to 49mm. I had a 25 Nikkor for a while, it lived on a IIIc which was a great package, I thought it was a little better than the Canon. I tried out a 25mm Topogon on a Contax for a week or so, I didn't like the camera as well as my M2 at the time. Did you convert the Topogon to a Leica mount?

Although 40.5mm might fit, the lens actually requires unusual 40mm filters, just like some other Canon lenses of that era. While some brands (eg, Marumi) make 40mm filters, I have found that only the "flat front rim" vintage Canon filters completely prevent mechanical vignetting on the 25/3.5. Else, 40->46 (if the filter's rim is of the thin variety) or 40->49 step-up rings do indeed also work.
TBH, I also expected the Nikkor 25/4 to slightly outperform the Canon. I was surprised to see that optical performance in terms of flare resistance, sharpness and contrast seems to be higher with the late Canon. I'm pretty sure coatings are the main factor - and that a contemporary copy of the Canon would be much closer to the Nikkor. I guess I'll need to find an early Canon to see if it can match the Nikkor's glowy wide-open rendering...
I have never had the chance to own a CZJ Topogon 25/4, and I'm not sure it can be converted to M with full-frame coverage. I was only referring to the Topogon optical formula, which is also shared by the Canon 25/3.5 (with one additional rear element) and the Nikkor 25/4.

In order to stick to the thread's rules, here's one more with the 1970 Canon 25/3.5 LTM on the M11M, wide open:

My mistake I do have a 40mm to 49mm step up ring on my Canon 25. So I don't do the no image faux pas again here is one of my first pics from my M8 2019 I believe.
