A lot to like about this image, and I found myself looking at a lot of details. 

Appears to be flash/strobe lit maybe?  Shadows seems to be multi-directional.

It's street lamp lighting, then WB adjusted to taste.

That's the problem with cities, they all use street lights. Ever heard of global warming? Here in the countryside we have no lamps. We use an LED  torch (flashlight). 

5 Watts compared with megawatts. If the moon is out we use 0 watts. I can still take a photo using a tripod. 

Tell your cities to switch off the lights!
