There is something which seems strange with that photo. Looking at the clouds in the top left, it seems like a long-ish exposre, but the same effect does not appear in the water !?

No PS trickery, I assure you.  Perhaps not evident, but, as I typically do for portrait orientation, the image is cropped to 4x3, hence the area you seek is not in the image. Not a long exposure, 1/250 actually, just a rather unusual cloud formation (admittedly emphasized a bit in post) that we do see around here from time to time. I should also mention that the focus was set fairly close, on the first window on the right and shot wide open which tends to result in softer corners despite the SEM's seemingly infinite DoF.
