Right place, right time, right light, which is more than 50% of landscape photography. The rest is craft. And, of course, having the imagination to "see" it in the first place. And in the distance is that eerie light. If that is sea water, and if there is ice on the pebbles it must have been numbingly cold. Right, are you going to tell us when, how, and with what?
