But any competent machinist can make this sort of thing. I can't tell from the photo whether the lettering is engraved or painted on the rings, or just imposed on the image. If the former, it's unusual to state the material, which makes me suspect they may have been made for some sort of display - perhaps of apprentice work? Finally, are you sure the 24mm ring is stainless steel? It's an unexpected colour, and - unlike the aluminium ones - there are no visible machining marks.
