I do not recall how close Norbulinaka, the summer palace was? Reagrding your post above. It looks like a place that the average Japanese family likes to visit. A place with possibly many houses and shops on the way to the shrine. Many steps on the way. Possibly about 785. I didn't count them, but there were a lot of steps indeed. At the foot of the mountain on the way up there are some places that serve excellent noodles, and in one of them even the emperor had lunch.
