hmmmm, not that I'm aware of this and the vita of Roland Garros does not mention the place....

He was from St. Denis and we are looking at a place inside one of the (easy accessible) circuses ... here's a picture of the village and again, it's approx 20km away form the Piton and since it can only go to the north ...

and to give two more hints about the place ....

 

the restaurant is the Relais de Chime .... very good creole cuisine

 

The villa hosts a famous garden and the name of the place (in it's wider meaning..) is related to the majority of components in the picture ...

Thank you both Michael and Andreas. Unfortunately it is neither on the Colorado River or the South Atlantic.

 

The building is very interesting. The two squat Rotunda that might appear to have some military function are simply skylights to a large cavern underneath the building in which guest's cars are parked. The two approaches to the building from which the Rotunda emerge are driveways where the guest drives his car entering the building and driving inside where the guest exits the car and an attendant drives the car out the other side and parks the car underneath. The very large ground floor is simply a portico.

My first thought was dam and the nearby water and barren location support that in my mind. Why woudl you build a relatively ornate building in a barren location otherwise? Research Center?

But visitors dribing tehir cars in and having tehm driven away woudl seem to relate to something connected with entertainment. Coudl it be an abandoned Governemnt building on a reservation and now used as a base for gambling?

Could this be Africa?

On the other side of the valley is a notice board and on the terrace someone with a blue shirt.

Just to the left is a square sandpit to the right of whch could it be a bit of fairway?

So it could be the private hideaway of a golf fanatic dictator who likes to build a club house that fits with his second hobby as a set for remakes of old B&W horror movies. No?
