hidden under the speed dial there is a sleeve/cam. It is fixed on shutter drum, rotates when shutter opens and closes  contact for flash. If this sleeve is not correctly mounted it will not close the contacts when  they shall be. Setting for electronic flash is 0 respectively 20, but if the cam is mounted incorrectly you will need to set differently to get flash sync when shutter is fully opened. As you may see on the left drawing, setting another contact number will rotate the contacts. What need to be done to get it correctly is to take off the speed dial, loosen the 3 screws fixing sleeve/cam and reposition it. Possibly you will need help of repair shop, if you want to do it by yourself you may download IIIf repair manual where the drawings came from

The duration of an electronic short is very short. So the shutter must be fully open. Here is a copy from my manual.

It says at the end of the table: electronic flash at either number 0 together with 1/25 or at 20 then with 1/50.

I suppose, that the 1/25 is not critical in behave of the delay. Remember, that these cameras are around 70 years old.
